I.       The central governing body of Dark Haven will consist of the Council of 5. These include the Lord of the Haven, the Viceroy of the Haven(2), Captain of the Guard, and the Consul of the Haven.

a.       Lord of the Haven: This position is held by the guild leader. This person is responsible for the overall needs and well-being of the residents of Dark Haven.

b.      Viceroy of the Haven(2): These positions are the second to the Lord of the Haven. They act in the Lord’s stead when he is not available.

c.       Captain of the Guard: This position coordinates the marshalling of forces when necessary. Such times include defending Dark Haven from NPC raiders, launching attacks on NPC camps that threaten the town, working with the Lord of the Haven to plan guild hunts for various purposes (i.e., raising funds for town structures, resources for crafting, etc.)

d.      Consul of the Haven: This position sees to the well being of the relations between Dark Haven and the two guild cities located in our area as well as aides heavily in relations with other guilds. In the event that another group wishes to establish trade relations or an alliance with Dark Haven, the Consul will monitor such ties to ensure our city gains equitable benefit.

II.      The role of the Council of 5 is to keep watch over the many aspects that entail building a successful city. This requires them to be in touch with and available to residents with regard to their needs. The talent of objective reasoning is also key in figuring out solutions to needs and giving sensible expectations of resolution.

III.    While each member of the Council, and indeed every member of the community, is expected to conduct themselves as ambassadors of Dark Haven in their actions, the Lord and Viceroy hold responsibility for negotiations with other entities. However, any action will be brought before the Council for discussion before a final decision is made.

IV.    Excluding the Lord and Viceroy, each Council member may appoint up to 2 individuals to act in their stead.

a.      Captain of the Guard: 2 Lieutenants

b.      Consul of the Haven: 2 Emissaries

V.      Popular vote will be used to determine most of the actions involving the city. A poll will be placed on the guild forums where each member will be allowed to vote. This will include the Council. After the vote has determined a course, it will be the responsibility of the Council to get us to that destination as swiftly as possible.
